The Governor of Northern Province Vedanayagan said that due to various reasons including the war situation in the Middle East, there is a need to review and implement some of the development projects being carried out in Jaffna district. He also pointed out that due to this, there have been challenges in completing some works within the planned period.
The Jaffna District Coordination Committee meeting was held last Wednesday. During this, views were presented regarding the progress of development works of the district, financial allocations and problems faced while implementing the projects.
Addressing the meeting, the governor said that compared to last year, the funds have been doubled for development works this year. However, despite the increased allocation of funds, he also noted that some external factors were causing obstacles in the implementation of the projects.
Challenges persist despite increased funding
Raw materials are essential for various infrastructure works including road development in Jaffna district. In this case, the governor said that due to the war situation prevailing in the Middle East and other related reasons, there are problems in getting some raw materials.
While availability of funds is important for the implementation of development projects, timely acquisition and implementation of required materials is also essential. When these delays occur, the pace of construction work is affected and changes in the planned schedule may occur.
In particular, works such as reconstruction of roads, improvement of transport facilities and creation of infrastructure for the daily needs of the people are directly related to the life of the people. Delays in such projects may also affect people’s expectations.
However, the governor said that due to the current challenges, all development works have not been stopped. He mentioned that the planned works are being carried out continuously and some projects will be implemented next year as well.
Emphasis on completing projects that benefit people
Coordination between government departments is important to overcome the challenges faced in development work. The governor also emphasized the need for each department to work together towards common goals instead of acting separately.
Funds earmarked for projects should be utilized appropriately and priority should be given to works that directly benefit the people. At the same time, it is also necessary to identify projects that have implementation problems and explore alternatives.
Improvement of road facilities, transport and other public infrastructure in Jaffna district is important for the economic development of the region and the daily life of the people. Therefore, despite the external challenges, it is the responsibility of the authorities to ensure that development work is not delayed unnecessarily for long periods of time.
The important expectations that may arise among the public regarding this issue are when the announced projects will be completed, how the allocated funds will be utilized and what will be done about the delayed works. Periodic release of clear information on these by the authorities will help strengthen public confidence.
Overall, the war situation in the Middle East has been cited as one of the factors that could affect some of Jaffna’s development projects. However, the major need now is to effectively utilize the available funds and continue to implement and complete the projects in collaboration with the departments.
