Controversy over Port City visa issuance

Controversy over Port City visa issuance

A fresh controversy has arisen over the issuance of visas and monitoring of documents to foreigners entering Sri Lanka’s Colombo Port City Project. At the recent Parliament’s Committee on Government Finances, members of parliament raised several questions about transparency and accountability regarding visas issued under the scheme.

According to an official of the Department of Immigration and Emigration, more than 14,300 visas have been issued to people entering the Port City program so far. A major debate now is whether the arrival and documentation procedures of such a large number of people are properly monitored.

The Port City project is considered important for attracting foreign investment and expanding economic activity. However, it is necessary to ensure that legal procedures are properly followed in such projects and that government agencies discharge their responsibilities appropriately.

Are there flaws in visa tracking? Questions in Parliament

A key question raised in the parliamentary committee meeting was whether visa holders entering the country followed the mandatory 30-day process to regularize their documents.

According to the explanation given by the authorities, there is no real-time monitoring of each person individually. Instead, information is monitored through monthly reports received at regular intervals.

This interpretation has caused displeasure among members of Parliament. In the absence of continuous monitoring of the activities of more than 14,000 visa holders, questions have been raised as to how authorities can ensure that all of them are following the law.

In particular, the focus of this discussion is that after the issuance of the visa, there should be a proper verification of whether the concerned persons have entered the country, submitted the necessary documents, and completed their immigration procedures within the stipulated time.

The meeting also expressed concern over the absence of a separate legal director post in an important economic project like Port City. Critics have pointed out that such administrative lapses could affect the conduct of legal proceedings and the provision of clear guidance to investors.

Public expectation of transparency and accountability

The main points of repeated focus on this issue are the transparency of the visa granting process, the accountability of the authorities and the reliability of the system of monitoring the documents of foreigners.

Projects developed to attract investments must operate with clear regulations and a proper governance structure. At the same time, an important consideration in this matter is the need for a monitoring system that can detect and take appropriate action against violators of visa-related laws.

There is a need for authorities concerned to provide a clear explanation as to whether the practice of relying only on monthly reports is sufficient or whether individual-based monitoring should be strengthened.

At the same time, there is no evidence to conclude that all those granted visas violated the rules. Therefore, it is important to assess the matter based on the data and inquiries provided by the authorities, rather than approaching the matter as general allegations.

Although the Port City project aims to generate investment and employment for the country, confidence in its governance practices needs to be preserved. Strengthening visa monitoring, clarifying legal responsibilities and answering questions raised by parliamentary committees will be important next step.

What actions the authorities are taking in this matter and whether there are changes in the visa issuance and monitoring system are things that need to be observed.
