Official Email to Government Staffs

In a bid to further digitize Sri Lanka’s civil service, it has been announced that the government is taking steps to provide official email addresses to all civil servants. One of the main objectives of this move is to speed up communication between government agencies and reduce the practice of using private email addresses for government work.

Deputy Minister of Digital Economy Ministry Eranga Weeraratne commented on this issue. He pointed out that the introduction of official e-mail facility for civil servants would help to coordinate the public service and speedy exchange of information between government agencies.

It is reported that many civil servants are currently using personal email accounts for their official work. Exchange of office documents, information and other important data through personal accounts is a matter that raises many administrative questions.

A common system for communication can be created if employees working in government agencies are provided with an official email address associated with their position and organization. This will also provide an opportunity to regulate from which organization the information is sent, who is sending it, and what kind of official communication takes place.

Try to minimize personal email use

The report pointed out that the use of private e-mail addresses in government work is one of the main practices currently being observed. When an employee also uses their personal email for office work, it can be difficult to maintain a clear line between private and government information.

Documents, administrative information and other essential data produced especially in government institutions are shared with various parties. When such information is exchanged across individual accounts, it can be difficult to bring their management and security into a single framework.

This is why the creation of an official email system is seen as an important step in the government’s digital transformation efforts. By having a uniform official communication framework for civil servants, the exchange of information will be more streamlined.

Another important aspect of this change is the increased speed of communication between government agencies. Currently, various methods can be used to send information or documents from one government agency to another. With an integrated email system, inter-office communication can run more smoothly.

However, official e-mail should not be viewed simply as a scheme to provide a new e-mail address. Related security procedures, password management, account access, data backup and employee training also gain importance.

When this initiative of the government is implemented, the employees will have to be given guidelines to use the new system properly. In particular, clear rules are needed regarding what information should be sent via official email, what information should not be shared, and how account security should be maintained.

Data Exchange and Digital Government Service

With the introduction of official e-mail facility, sharing of documents and essential data is said to be easier. Along with this, the system will also help in digital communication activities like video conferencing.

Digital communication has gained an important place in today’s government administration. Various ministries, departments and government agencies have to work on multiple issues simultaneously. In this case, late availability of information can affect the progress of a task.

An official e-mail system can quickly send information generated in one organization to another. It can save time especially in urgent administrative activities, document exchange and information sharing for meetings.

At the same time, the introduction of digital systems alone will not completely transform the civil service. It is also necessary to ensure that all employees have the ability to use new technology. If necessary training is not provided for this, there is a possibility that the benefits of the new system will not be as expected.

A key point reiterated in this action is the need for an integrated communication system to implement the government’s digitization initiatives. Along with this, information security should also be taken care of equally.

The provision of official e-mail to civil servants instead of personal e-mail makes it possible to further streamline the administrative communications of government agencies. Besides streamlining information exchange, it could also create a digital identity for office work.

Therefore, if the program is to be implemented successfully, the process should not stop at providing official email addresses, but clear procedures should be developed to manage them. Providing the necessary technical support, safety guidelines and training to employees will also be critical.

All in all, an official email program for civil servants could be an important step in Sri Lanka’s efforts to modernize the civil service. Its main benefits could be to reduce the use of personal e-mail, speed up communication between government agencies, and bring the exchange of documents and data into a single framework.

A successful government-led digital transformation requires administrative discipline and employee collaboration along with technical facilities. In that sense, the move to provide official e-mail facility to all civil servants can make a significant difference in the digital communication mode of the future civil service.
